In Metrópolis III, the basketball court has a new steel roof frame, new LED fixtures over the court and around it, fresh boards and rims, and bird netting strung under the roof. On the ballpark next door, crews ran new wiring to LED lights aimed at the field. The neighborhood got all of this back on October 8, 2026, after a municipal investment of $1,023,525.26, according to Foro Noticioso.
Metrópolis III is the fourth neighborhood complex Carolina has reopened in under a year. Put the four projects side by side and they share a pattern. A big share of the work went into things nobody notices at noon: lighting, electrical systems, roofs over courts, and drainage. A neighborhood park gets that kind of rebuild when it's meant to stay in use after sunset and through an afternoon downpour.
Four Reopenings, About $6.76 Million
These are the four projects, in the order they reopened.
| Neighborhood | Reopened | Investment | Main work |
|---|---|---|---|
| Jardines de Country Club A | November 20, 2025 | $2,165,057.50 | Ballpark, community center, volleyball, basketball and handball courts |
| Villa Carolina, 4ta Sección | March 2026 | $2,290,455.80 | Two ballparks, an outdoor court, a roofed court, facilities on Calle 432 |
| Sector Campeche | August 13, 2026 | $1,284,786.84 | Roofed basketball court, ballpark, community center |
| Metrópolis III | October 8, 2026 | $1,023,525.26 | Roofed court, ballpark, community center, new outdoor gym |
Together the four come to $6,763,825.40, spread across neighborhoods in different parts of the municipality. The two bigger projects each ran past $2 million because they covered more: Villa Carolina got two ballparks and two courts, and Jardines de Country Club A got a ballpark and three kinds of courts. The two most recent each came in between $1 million and $1.3 million.
Most of the Work Is Wiring You'll Never See
Campeche shows the clearest example of where the money went. On the roofed basketball court, crews installed a new electrical system with an underground secondary feeder, new electrical panels and high-efficiency LED lighting. At the ballpark they put up new light poles with LED fixtures, repaired the substation and laid about 780 linear feet of new underground connections, Foro Noticioso reported.
The other three sites follow the same pattern. Jardines de Country Club A got LED lighting and work on the field and dugouts. Villa Carolina's project listed electrical upgrades and drainage alongside the ballparks and courts. At Metrópolis III, the ballpark's electrical system was rewired with new LED lighting accessories "to optimize visibility of the playing field," in the article's words.
Mayor José Carlos Aponte Dalmau tied the Campeche work to the hurricanes. As Foro Noticioso reported, he said the municipality had to put in real work and effort "to rehabilitate these facilities after the hurricanes," and that the neighborhood now has a ballpark "totally improved with all its systems new, including a new lighting system."
Roofs Over the Courts
All four projects included a covered basketball court.
- Jardines de Country Club A got a new roof structure over its basketball court. Its volleyball court was repaired and its handball court repainted.
- Campeche had all twelve structural columns under its court roof repaired, along with the roof itself, the playing surface, the bleachers and the bird netting.
- Metrópolis III got a new steel roof structure over the court, anticorrosive paint on the metal elements, and new PVC piping to carry stormwater away.
Villa Carolina's 4ta Sección now has one court of each kind, an outdoor court and a roofed one.
Drainage keeps showing up in the details. Campeche also got a new dividing fence and a wall to manage runoff, plus termite treatment on its structures. A court that sheds water and a ballpark with working lights can host the basketball and baseball tournaments the mayor mentioned when he handed Campeche its keys.
Metrópolis III Added Something the Others Didn't
The newest project is also the only one of the four to add a new kind of facility. Metrópolis III got a new outdoor gym, built for residents of different ages, with cycle machines, a triple twister for the waist, a double push machine, an elliptical air walker, a waist and back massager, and parallel bars.
The ballpark's bleachers there also got new concrete stairs and marked spaces for people with functional diversity. The mayor described the project as "an investment in health and quality of life."
The Salón Next Door Got Rebuilt Too
Each of these complexes has a centro comunal, and the community centers were rebuilt to the same standard as the fields.
At Metrópolis III, the community center got a new roof sealing system, replacement windows, new air conditioning units, acoustic panels, interior lighting, ceiling fans, new restroom fixtures, and grab bars for people with functional diversity. Campeche's center got a new metal roof, a new drainage system, waterproofing and acoustic panels. The Jardines de Country Club A project included community center upgrades along with new sidewalks and parking improvements.
In Campeche, the mayor spelled out what he expects in return. As Foro Noticioso reported, he said:
"We improve all these facilities, we hand them over to you, all of this is free, but you have to take care of them, you have to use them."
In the same remarks he called the community center "the place for birthdays," "the place for quinceañeros," and the place for basketball, baseball and volleyball tournaments.
Who to Call About the Salón
Renting a community center for a private event is handled by phone through the municipality's Recreation and Sports department. Its official page describes the centers as modern halls with ample parking and lists these contacts:
- Community center rentals: (787) 757-2626, extension 3504 or 3514. Another spot on the same page lists extension 3515 for the centers.
- Recreation and Sports main lines: (787) 762-3441 or (787) 762-3520.
- Hours: 8:00 a.m. to 4:00 p.m.
- Office: Calle 24, Villa Carolina.
For leagues and sports facilities, the municipality's Sports Office lists 787-762-3520 and 787-757-2626, extensions 3514, 3515, 3518, 3519 and 3520. Neighborhood recreation and sports associations fall under a separate office that regulates how they operate, reachable at 787-757-2626, extensions 3522 and 3511. Ask about dates, rates and any requirements on the call.
Every Reopening Comes With a Fair
Each of these reopenings was paired with Los Gigantes se Divierten, a municipal program that a 2022 Presencia PR report tied to the Department of Recreation and Sports. At the Villa Carolina 4ta Sección event in March, Foro Noticioso listed health screenings, information on municipal services, food vouchers, pet vaccination, sports clinics, games and children's entertainment. Campeche's fair offered health services, food and bottled water, and free rabies and viral vaccines for dogs and cats. Metrópolis III's added flu shots.
After the Metrópolis III handover, the mayor said the goal is for every urbanización and barrio in Carolina to have its own recreation and sports areas, Foro Noticioso reported. Over the past year, that has meant four complexes rebuilt with LED lights, roofed courts and renovated salones, from Jardines de Country Club A to Metrópolis III.
Javi follows these neighborhood projects because they change how a street works day to day. Which courts have lights, which salones were redone, and what's being rebuilt nearby are the kinds of details that come up in his conversations with Carolina homeowners.
